In its Progamme for Government, released today, the coalition gives no details of how the system might work but says it will “work towards the introduction of a new system of HGV road user charging to ensure a fairer arrangement for UK hauliers”.

Much of the coalition’s transport programme is focused on measures to make the transport sector greener including reform of “the way decisions are made on which transport projects to prioritise, so that the benefits of low carbon proposals (including light rail schemes) are fully recognised” – strongly suggesting that it will not be sympathetic to development of the road network.

It has already been released that the coalition will cancel the third runway at Heathrow, but has also made it clear that it will refuse permission for additional runways at Gatwick and Stansted.
